Australia introduces new rules for student visa applications lodged inside or outside Australia

International students applying for student visas in 2025 must follow the new immigration requirements for studying in Australia. Beginning January 1, 2025, the Department of Home Affairs will no longer accept Letters of Offer from applicants in Australia seeking a student visa. 

Starting 1 January 2025, if you are applying for a Student visa while already in Australia, you now need to include a Confirmation of Enrolment (CoE) with your application. This is now the same requirement for any Student visa applications lodged inside or outside Australia.

A Letter of Offer is an official acceptance letter from an Australian university that includes admission information, tuition fees, start date, and criteria for student visa application. The Letter of Offer has been replaced with a Confirmation of Enrollment for issuance of a student visa from 2025. 

A Confirmation of Enrolment (CoE) is the document that overseas students receive after accepting an admission offer and paying tuition fees. It verifies acceptance into a university and is essential for a student visa application in Australia. The CoE comprises details about the student, program, fee, and duration. 

If you apply for a Student visa on or after 1 January 2025, you must include a CoE when submitting your application. Without a CoE, your application will be considered invalid. 

However, if you submitted your application before 1 January 2025 using only a Letter of Offer, your application will not be affected. 

An application will be considered invalid if a CoE is not presented at the time of submission. Furthermore, if the visa application is invalid, a bridging visa cannot be issued. An associated Bridging visa cannot be granted when your Student visa application is not valid. This means that before your current visa expires you either need to obtain a CoE and lodge a new Student visa application or explore other visa options, or leave Australia. 

Therefore, if your current visa is about to expire and you cannot get a CoE in time, you must leave Australia before your visa expires, or explore other visa options. 

The Australian government has set a cap on international student enrollment beginning in 2025. On August 27, 2024, the Australian government implemented a National Planning Level (NPL) quota to limit the annual expansion of overseas student programs. National Planning Level limitations will be in effect beginning January 1, 2025, with a total of 2,70,000 new international student commencements for the 2025 calendar year.
